(NASDAQ: WRAP) has announced a strategic partnership with XINSURANCE to develop and launch the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. This initiative targets a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, and critical infrastructure. The program is designed to establish a documented standard for training, equipment, and response protocols before encounters escalate, positioning Wrap to expand its addressable market beyond law enforcement.
The partnership follows a significant regulatory development: the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ruling on June 15 that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This ruling removes a federal barrier to its use by unarmed security personnel, making it a viable early intervention tool for private security. The Safe Response Program leverages this regulatory clarity to offer a structured framework for security operations.
Under the agreement, Wrap Technologies will own, certify, and audit the Safe Response standard. Organizations can adopt the standard for their own security operations or require contracted security providers to certify their personnel under the program. XINSURANCE will manage insurance activities, including product design, underwriting, pricing, placement, policy servicing, and claims. This model allows enterprises carrying security-related risk to establish consistent protocols across their properties and contracted security forces, potentially reducing liability and improving safety outcomes.
The BolaWrap 150 is a non-lethal restraint device that deploys a multi-sensory distraction of sight and sound as a first response, followed by a non-lethal restraint if further escalation is required. It is designed to create time, distance, and tactical advantage in non-criminal calls, reducing the risk of injury to officers, subjects, and the community. The device is not pain-based and does not shoot, strike, shock, or incapacitate. Instead, it helps officers operate pre-escalation on the force continuum.
