SeABank's Sustainable Finance Framework Signals Major Push for Green and Blue Lending in Vietnam

SeABank has announced a Sustainable Finance Framework (SFF) that consolidates its green, blue, and social financing activities under a single governance structure, a move that positions the Vietnamese lender to scale up capital allocation toward environmental and social objectives. The Framework received a Second-Party Opinion from S&P Global Ratings on September 24, 2026, providing external validation of its alignment with international standards.

The SFF is aligned with six sets of principles and guidelines issued by the International Capital Market Association, the Loan Market Association, the Asia-Pacific Loan Market Association, the Loan Syndications and Trading Association, and the International Finance Corporation. It governs the full lifecycle of funds through four pillars: use of proceeds, evaluation and selection, management of proceeds, and reporting. Funding will target eligible projects across 14 green categories (40-45%), 7 blue categories (10-15%), and 5 social objectives (40-45%). The inclusion of blue financing is notable because it explicitly supports marine biodiversity and ecosystem conservation, an area where few banks in the region have established dedicated frameworks.

The Framework sets quantitative thresholds, such as a minimum 20% improvement in energy savings, emission reduction, or water efficiency, and all credit exposures are screened through SeABank's Environmental and Social Management System. These criteria are intended to strengthen accountability and embed sustainable finance into day-to-day operations. The initiative addresses Vietnam's environmental and social challenges, including emissions, water security, waste management, and pollution, while improving access to essential services, housing, and finance for underserved communities.

The announcement builds on SeABank's 2025 Green and Blue Bond Framework, which was ICMA-aligned and rated "Medium Green" by S&P Global Ratings. The updated Framework adds lending and social objectives, unifying previously separate green and blue financing streams with social goals under one structure. According to the SeABank's SFF documentation, the framework is designed to serve as a primary instrument for capital mobilization and deployment. The S&P Global SPO provides an independent assessment of the framework's credibility and alignment with market standards.

SeABank has mobilized nearly US$1.1 billion from international institutions including IFC, AIIB, Norfund, Proparco, FMO, and DFC. As of September 2026, outstanding green credit exceeded VND4.1 trillion, up more than 150% from the end of 2025. By 2030, the bank targets green credit at 5% of total outstanding loans and a 10% reduction in greenhouse gas emissions against its baseline year, while expanding financial access for vulnerable groups, women-owned businesses, and micro, small, and medium enterprises. The Framework's implications extend beyond SeABank's balance sheet: it offers a replicable model for Vietnamese banks seeking to attract international sustainable finance, and it reinforces the role of private capital in the country's transition toward Net-Zero by 2050.
