Proposed $100 Million Investment Talks Could Transform Ebonyi's Solid Minerals Sector

Ifeanyi Chukwuma Odii, the Peoples Democratic Party's governorship candidate in Ebonyi State, is set to meet with Joshua Hawley, Founder and Chief Executive Officer of IGA Capital, during the Africa Business & Investment Expo (ABIE) in Dubai. The discussions center on a potential multi-million-dollar investment in Ebonyi's solid-minerals sector, with financing exceeding $100 million being considered for qualifying projects from 2027. This proposed engagement matters because it could mark a significant step toward attracting international capital to a state that has long depended on federal allocations, potentially catalyzing economic diversification and industrialization.

IGA Capital, which focuses on debt finance and structured capital solutions, typically finances projects starting at $100 million across sectors including infrastructure, real estate, energy, mining, and agribusiness. Hawley has emphasized that the firm seeks opportunities where capital can create tangible economic value. "We are coming to Nigeria not simply to identify projects that are profitable on paper, but to find opportunities where our capital can create visible and measurable impact in the lives of people," he said. He added that IGA Capital's interest in Ebonyi is closely tied to Odii's leadership and vision, stating, "If he assumes office and provides the leadership, policy direction and investment environment necessary for credible investors to operate, IGA Capital is prepared to work with his administration to develop bankable solid-mineral projects."

Odii has placed solid minerals at the heart of his economic agenda, arguing that the sector can help diversify Ebonyi's economy and reduce its reliance on federal allocations. In a recent interview with THISDAY, he outlined plans to establish an institution to coordinate mining activities, collaborate with the Federal Ministry of Solid Minerals on licensing and compliance, document the state's mineral deposits, and attract credible investors. His broader priorities include economic development and industrialization, infrastructure, youth and human-capital development, and institutional reform, all aimed at making Ebonyi a preferred investment destination. The proposed meeting with IGA Capital would allow both parties to examine how international project finance could be applied to specific mineral projects and related infrastructure.

However, the investment is not yet a completed financing commitment. Any potential deal would depend on identifying suitable projects, conducting technical and commercial due diligence, meeting regulatory requirements, structuring financing, and executing definitive agreements. The engagement is being facilitated by Anna Ochigbo, Head of Investment and Executive Director of Dotmount Communications, an international communications, strategic advisory, and investment-promotion firm that connects governments, businesses, investors, institutional stakeholders, and international media. Ochigbo is coordinating discussions around investment opportunities, investor access, and strategic partnerships in Ebonyi's solid-minerals sector.

The meeting is expected to take place as part of the Africa Business & Investment Expo, which connects international investors, governments, and African businesses around investment opportunities and strategic partnerships. For Ebonyi, the proposed engagement offers a chance to present its mineral resources to an international project-finance firm and explore whether specific projects can meet the requirements for international financing. If successful, the investment could spur responsible mining, processing, infrastructure, industrialization, employment, and local business participation, delivering measurable benefits to the state's residents. The outcome of the discussions will be closely watched as a test of whether Ebonyi can translate its mineral wealth into sustainable economic growth.
