Disappearance of Two Activists in Cambodia Highlights Vietnam's Transnational Repression

The disappearance of a Norwegian citizen, Nguyen Duc Thuan, and an Australian citizen, Ho Pham Hiep Huy, also known as Tran Hiep, has drawn attention to Vietnam's alleged practice of abducting dissidents abroad. The two men, members of the U.S.-based Viet Tan organization, traveled from Bangkok to Phnom Penh on September 15 to meet with Vietnamese human rights activists. According to their families reported that the two men had been missing since September 18, prompting appeals to the online community for help. On September 28, Vietnamese state media reported that the Security Investigation Agency under the Ministry of Public Security had initiated criminal proceedings against Nguyen Duc Thuan, Ho Pham Hiep Huy, and Thai Cong Truong Son and ordered their detention. The three face charges of "terrorism" under Article 299 and "forging seals or documents of agencies or organizations" under Article 341 of Vietnam's Penal Code.

Vietnamese authorities claim the men were arrested on September 18 while illegally entering Vietnam from Cambodia. However, the circumstances surrounding their disappearance and reported "illegal entry" mirror previous cases involving Vietnamese dissidents who vanished abroad and later resurfaced in Vietnamese custody. These include Chu Tuan Anh, abducted in Laos in January 2026; YouTuber Duong Van Thai, who disappeared near Bangkok in April 2023; journalist Truong Duy Nhat, who disappeared in Thailand in early 2019; and former oil executive Trinh Xuan Thanh, abducted in Berlin in 2017. Such patterns suggest a systematic campaign to target activists beyond Vietnam's borders.

The Vietnam Human Rights Network and Defend the Defenders believe that Nguyen Duc Thuan and Ho Pham Hiep Huy were abducted in Cambodia by Vietnamese security forces, forcibly returned to Vietnam, and subsequently presented as having been arrested while illegally entering the country. The organizations are concerned that their detention and prosecution are intended to punish them for their peaceful human rights and pro-democracy activities and may represent another instance of transnational repression. This case underscores the risks faced by activists who advocate for democracy and human rights, even when they are outside Vietnam.

The implications of this incident are significant. It highlights Vietnam's willingness to violate international law and sovereignty to silence critics, potentially straining diplomatic relations with Cambodia, Australia, and Norway. The involvement of foreign citizens raises questions about the protection of individuals abroad and the responsibility of governments to safeguard their citizens. It also puts pressure on the United Nations and democratic governments to take action against transnational repression. The call for the release of the three men, the dropping of charges, and their reunification with families reflects a broader demand for accountability and an end to such practices.

The Vietnam Human Rights Network and Defend the Defenders have urged Cambodian authorities to investigate the disappearance from Cambodian territory, including allegations of Vietnamese security force involvement, and to protect human rights activists regardless of nationality. They also call on Australia and Norway to provide consular protection and on the international community to press Vietnam to cease abductions and forcible returns of dissidents. As transnational repression continues to threaten activists worldwide, this case serves as a stark reminder of the need for robust international mechanisms to protect human rights defenders and uphold the rule of law.
