David Hann Named Minnesota State Co-Chair for U.S. Term Limits

U.S. Term Limits announced on September 23, 2026, that David Hann, former Minnesota Senate Minority Leader, has agreed to serve as Minnesota State Co-Chair for U.S. Term Limits. The appointment signals a significant escalation in the state-level campaign to enact congressional term limits, pairing a veteran legislator with an existing co-chair, Reed Olson, to build momentum for a constitutional amendment. Hann's decision to take on this role matters because it brings a high-profile, experienced political figure into a national movement that seeks to fundamentally alter the structure of Congress by limiting how long members can serve.

Hann's background lends considerable weight to the effort. He served four terms in the Minnesota State Senate, including a stint as Minority Leader, and led the Republican Caucus to a majority in the 2016 election. Before that, he was elected to three terms on the Eden Prairie School Board. He also chaired the Health and Human Services Committee and served on the Education, Judiciary and Finance committees. After leaving the legislature, he was executive director of the Minnesota Association of Townships and later chairman of the Minnesota Republican Party through the end of 2025. This depth of experience in both government and business, including a career as a senior executive in food manufacturing and distribution, gives him credibility with voters and lawmakers alike.

In a statement, Hann framed the issue as a matter of accountability. "Public office should fundamentally be about service," he said. "Our system of government works best when elected officials remember that they are accountable to the citizens they represent." He added that Washington has become dominated by career politicians who remain in office for decades, and that term limits would create opportunities for new leaders, new perspectives and citizen legislators. Hann has already signed the U.S. Term Limits pledge supporting an amendment to term limit members of Congress, which the organization announced in March 2026.

Philip Blumel, President of U.S. Term Limits, praised the appointment, saying Hann brings an extraordinary depth of experience in public service, the private sector and state government. "He understands both the responsibilities of elected office and the importance of ensuring government remains accountable to the people," Blumel said. "His leadership and knowledge of Minnesota will be tremendous assets as we work to advance congressional term limits in the state."

The stakes are high because Minnesota lawmakers have already introduced resolutions supporting an Article V convention to propose a congressional term limits amendment, including HF4305 and SF4651 during the 2026 legislative session. Hann's involvement could help consolidate support among legislators and grassroots activists. U.S. Term Limits describes itself as the nation's largest grassroots advocacy organization dedicated to establishing term limits at all levels of government, particularly for Congress. With Hann on board, the organization gains a seasoned operator who understands the levers of power in St. Paul and can translate that knowledge into legislative action.

Hann said he looks forward to working with citizens and lawmakers across the state. "Minnesotans understand the importance of accountable and responsive government," he concluded. "I look forward to working with citizens and lawmakers across our state to build support for congressional term limits and help Minnesota play an important role in advancing this reform." His appointment could mark a turning point in the national debate, as Minnesota becomes a key battleground for the term limits movement.
