ADAP Advocacy has released a digital commercial as part of its ongoing 340B Project, reinforcing the message of its policy paper titled "340B PROGRAM: The Glue That Should Hold Our Healthcare System Together." The commercial, airing across digital and social platforms, aims to shift the national debate as Congress considers 340B legislation. The 340B Drug Pricing Program, which allows certain hospitals and clinics to purchase outpatient drugs at significant discounts, is a backbone for services such as HIV care. However, ADAP Advocacy contends that the program has strayed from its legislative intent: expanding affordable healthcare for patients. Instead, the organization points to a growing medical debt crisis, much of it owed to hospitals, as evidence that the program's benefits are not reaching those who need them most.
Brandon M. Macsata, CEO of ADAP Advocacy, stated that the debate over whether to reform 340B is largely settled. "The growing chorus recognizes the program isn't living up to the legislative intent," he said. "For patients, it is failing to deliver on its promise of expanding affordable healthcare, as shown by the growing medical debt crisis in this country, much of it owed to hospitals." The commercial continues the organization's "340B Too Big To Fail" national advocacy campaign, which highlights hospitals' declining charity care, rising executive compensation, and exploding patient medical debt. That campaign is detailed in a separate 340B Too Big To Fail report, underscoring the urgency of reform.
The implications of this push are significant. With the 340B program covering a vast swath of the healthcare ecosystem, any changes to its accountability and transparency guardrails could affect how billions of dollars flow to hospitals, clinics, and ultimately patients. ADAP Advocacy argues that a program of this size and importance cannot be entrusted to good faith alone. Improved oversight, the group says, is necessary to ensure that the program's intended beneficiaries—patients—actually benefit. As Congress weighs legislative options, the commercial serves as a direct appeal to policymakers and the public to prioritize patient outcomes over institutional interests.
The commercial is available for viewing at https://tinyurl.com/bdea39d2. ADAP Advocacy's mission is to promote and enhance AIDS Drug Assistance Programs and improve access to care for persons living with HIV/AIDS. The organization works with advocates, community members, healthcare providers, government officials, patients, and pharmaceutical companies to raise awareness, offer patient education, and foster collaboration. By launching this commercial, ADAP Advocacy hopes to catalyze reform that ensures 340B fulfills its original promise of affordable healthcare for all.
